Brief Information: Mission Bhumiputra is another path-breaking initiative of the Government of Assam to carry forward the government’s mission of easy public service to the common people. Under this initiative, the government will issue caste certificates to students through digital means, and the manual system of issuing caste certificates stopped. Now onwards, students may submit online applications for Scheduled Caste Certificate, Scheduled Tribe (Hills) Certificate, Scheduled Tribe (Plains) Certificate, and OBC/MOBC Certificate through the Mission Bhumiputra portal.
Chief Minister Dr. Himanta Biswa Sarma launched this mission on 1st August 2022 under the Department of Welfare of Plain Tribes and Backward Classes.

Eligibility Criteria of Mission Bhumiputra
Nationality: Applicant must be an Indian citizen as per the constitution of India.
Domicile: Applicant must be a permanent resident of Assam.
Caste: Applicants must belong to any one of the following categories of Assam - SC, ST, or OBC/ MOBC.
Components of Mission Bhumiputra
The followings are the major components of Mission Bhumiputra.
Single Application:
A single application form will be used for all castes to ensure a uniform & simplified procedure for issuing caste certificates.
Transparent, Digital & Fast Application Process:
- # The certificates will be available in the Digi locker under the IT Act and digitally signed by the respective Deputy Commissioners.
- # If the father's caste certificate is enclosed & found genuine, a certificate will be issued instantly.
- # However, if any inquiry is required, it must be completed within 30 days and extendable by another 15 days in exceptional cases with due justification.
- # Details of all certificates issued will be available for public view.
Special Drive:
A special drive is to be started for the issue of caste certificates.
- # Will cover students of Class IX-XII in the initial years .
- # Deputy Commissioners will give the format of applications for caste certificates to the Headmasters of educational institutions.
- # The issued certificates will be distributed through principals/headmasters
How to Apply for Assam Caste Certificate?
Applicants belonging to the above-mentioned caste and willing to get their caste certificate must visit the official web portal of Mission Bhumiputra to submit the application. They can follow the below-mentioned steps to complete their caste certificate application process.

- # Click on Mission Bhumiputra Online Application Link.
- # Now you have to Register by clicking on the New Account option.
- # After successful registration, Login using your Username and Password.
- # After successful login, you will have to click on the New Application option.
- # Fill up the application form with all required information carefully.
- # After that, you have to upload a scanned copy of your documents.
- # Finally, you will get the option to submit your application.
- # After successful submission, you will get an acknowledgment copy - save the same for future reference.
Documents to be Uploaded with the Mission Bhumiputra Form
Candidates must upload scanned copies of the following documents.
- 1. Applicant’s Photo
- 2. Proof of Date of Birth (One of Birth Certificate/ Aadhaar Card/ PAN/ Admit Card issued by any recognized Board of Applicant
- 3. Proof of Residence (One of Permanent Resident Certificate/ Aadhaar Card/ EPIC/ Land Document/ Electricity Bill/ Ration Card of Applicant or Parent)
- 4. Caste Certificate of Father OR Recommendation of authorize caste/ tribe/ community organization notified by State Govt.
- 5. Any other document (Voter List, Affidavit, Existing Caste Certificate, etc.)
- 6. Scanned Copy of the Application Form.
