Mission Basundhara 3.0
Brief Information: Mission Basundhara 3.0 is a flagship program in 2024 by the Department of Revenue and Disaster Management, Govt. of Assam. Under the leadership of the chief minister of Assam, "Mission Basundhara 3.0" has been developed in a bid to streamline and resolve and to make land revenue services more accessible to citizens. 
 It is expected that the launch of the Mission Basundhara 3.0 Portal will reduce the pendency in the updating of land records and the public will receive stress-free and smooth services without visiting revenue circle offices.

The implementation of the mission shall enable the achievement of the goal of 100% Digitization of Maps and total Integration of Maps, Land Records, and Registration for the State under DILRMP. The citizens shall have access to real-time land records.

Components of Mission Basundhara

Basically, there are three components of Mission Basundhara. The components are as mentioned below 

#. Purification of land records in a mission mode:
#. Polygon survey of yet-to-be-surveyed 672 non-cadastral villages: The polygon survey of NC villages will pave the way for granting land rights to indigenous landless people inhabiting these villages according to Land Policy, 2019.
#. Re-survey of 18789 cadastral villages of 27 districts using hybrid methodology: Re-survey of all cadastral villages will pave the way to clear titles.
Core Services of Mission Basundhara 2.0

Several land-related userland-related vices will be provided free of cost to the citizens of India through Mission Basundhara 2.0 portal. Basically, there are nine land-related services - which are as mentioned below -

Allotment Certificate to Periodic Patta
GUIDELINES

Eligibility Criteria:
1. Citizens who have been allotted Land by the Government as per Rule can apply for the Allotment Certificate to Periodic Patta.
REQUIREMENTS

Supporting Documents :
Allotment Certificate.
Up-to-date Land Revenue Receipt.
Legal Heir Document, if not original allottee.
Trace Map of the Scheduled land.
Chitha copy.
Stipulated Time Limit: Ninety (90) working days.
Fees :
User Charge: Nil.
Service charge (through PFC/CSC) - Rs. 30.
Printing charge (in case of any printing from PFC/CSC) - Rs. 10 per page.
Scanning charge (in case documents are scanned in PFC/CSC) - Rs. 5 per page.
Correction of Area in Land Records
GUIDELINES
1. All the * marked fields are mandatory and need to be filled up.
2. The size of documents to be uploaded at the time of Application submission should not exceed 2 MB and the format of based they should be pdf/JPEG. No other format will be accepted.
Eligibility Criteria :
1. Citizens who have been allotted Land by the Government as per Rule can apply for the Allotment Certificate to Periodic Patta.
REQUIREMENTS

Supporting Documents :
Jamabandi Copy of the proposed Land.
Identity Proof of the Applicant.
Stipulated Time Limit: Seven (7) working days.
Fees :
User Charge: Nil.
Service charge (through PFC/CSC) - Rs. 30.
Printing charge (in case of any printing from PFC/CSC) - Rs. 10 per page.
Scanning charge (in case documents are scanned in PFC/CSC) - Rs. 5 per page.
Correction of Names in Land Records
Conversion of Land from Anual Patta to Periodic Patta
GUIDELINES

All the * marked fields are mandatory and need to be filled up.
The size of documents to be uploaded at the time of Application submission should not exceed 2 MB and the format should be pdf/JPEG. No other format will be accepted.
Eligibility Criteria:

The land should be demarcated and actually surveyed.
The land must be in a village that has been traversed, surveyed, mapped, and classed.
The land must be actually cultivated with some permanent crop or occupied for permanent residential purposes.
Rule 23 of the Settlement Rules framed under the ALRR, 1886 provides that no new periodic patta shall be issued in respect of land within one chain (66 feet) of the 35 feet reservation along roads maintained by the State or the Union Government without special orders from the Govt.
No new periodic pattas will be proposed or ordered to be issued if there exists any dispute over possession or over the prima facie title of the land in question.
No new periodic pattas shall be proposed or ordered to be issued for lands within an area covered by a mining lease or situated within a town area or within 2 miles from the town area or within such distance from the town area as may be notified by the State Govt. from time to time, except under special orders of Govt. and on payment of such premium, if any, as may be fixed by Govt. from time to time.


Further t, the conversion of The annual lease into Pa periodic patta will be limited to the-

The maximum area allowed to be held in a rural area as per provision of the Assam Fixation of Ceiling on land holdings Act, 1956, as amended inclusive of the periodic land already held by the family of the settlement holder.
While granting conversion of AP into PP in ural areas no portion of land falling within 22.5 meters (75 feet) from the centreline of the PWD Road / NH way and falling within 15 meters (50 feet) from the center line of the roads other than PWD RRoadNH way will be converted into periodic.
The land applied for conversion should be in the name of the original AP holder or his/her legal heirs. No conversion is admitted for the portion of AP land which is transferred in violation of the rules.

REQUIREMENTS

Latest Land Revenue Receipt.
Copy of Annual Patta.
Trace Map with proper demarcation.
Chitha Copy of the scheduled land.
Identity proof of the applicant.
Stipulated Time Limit: Ninety (90) working days.

Fees:

Fees for RRule-  Nil.
Fees for Urban - For urban Rs,500 per Katha is part thereof subject to a maximum of Rs 5000.
Service charge (through PFC/CSC) - Rs. 30.
Printing charge (in case of any printing from PFC/CSC) - Rs. 10 per page.
Scanning charge (in case documents are scanned in PFC/CSC) - Rs. 5 per page.
E-Khajana
GUIDELINES
All the * marked fields are mandatory and need to be filled up.
The size of documents to be uploaded at the time of Application submission should not exceed 2 MB and the format should be pdf/JPEG. No other format will be accepted.

Eligibility Criteria:

Every pattadar/Co-pattadar must pay a Land Revenue amount/Khazana on yearly basis against their respective Dags of the scheduled land.
REQUIREMENTS

Supporting Documents:

Last land revenue receipt (For First time Khazana application).

Stipulated Time Limit :  The service will get delivered by 5th August 2023.

Fees:

Service charge (through PFC/CSC) - Rs. 30.

Printing charge (in case of any printing from PFC/CSC) - Rs. 10 per page.

Scanning charge (in case documents are scanned in PFC/CSC) - Rs. 5 per page.

Field Mutation of Land after deed registration (Rural only)
GUIDELINES

A pattadar or his/her legal heir or attorney holder or anyone having interest over the land.
Any individual/institution etc. who has been allotted Govt. land.
REQUIREMENTS
Supporting Documents :
In case Mutation is sought based on the transfer of land by way of purchase, gift, Mor mortgage:
          a)  Original Registered Deed/Certified Copy of Deed Transfer.
          b)  Up-to-date land revenue receipt. 
          c)  A declaration stating that the applicant does not possess ss land over the limit laid down under the Assam Fixation of  Ceiling on Land Holding Act, 1956.  
Stipulated Time Limit : 
Field Mutation in Rural areas: Fifteen (15) working days.
Office Mutation in Urban areas: Sixty (60) working Days.
Fees :

Field Mutation: Nil
Office Mutation: Rs.200/- in Urban Areas
Service charge (through PFC/CSC) - Rs. 30.
Printing charge (in case of any printing from PFC/CSC) - Rs. 10 per page.

Field Mutation of Land by right of inheritance (Rural only)

A pattadar or his/her legal heir or attorney holder or anyone having interest over the land.

If Mutation is sought by way of inheritance:
               a. Proof of death of the deceased pattadar.
               b. An affidavit swearing that : 
                     i)   Applicant is the son/daughter/wife/legal heir of the deceased pattadar.
ii)  Applicant has not transferred the property to anyone earlier nor mortgaged/nor created any charge over the property to be mutated.
                   iii) The person to whom the applicant applied as successor had not transferred the property during his/her lifetime.
               c. NoC obtained from DC in case of transfer of land (Not applicable in case of Mutation by inheritance)
Stipulated Time Limit:
Field Mutation in Rural areas: Fifteen (15) working days.

Field Partition of Land (Rural only)

GUIDELINES

1. All the * marked fields are mandatory and need to be filled up.

2. The size of documents to be uploaded at the time of Application submission should not exceed 2 MB and the format should be pdf/JPEG. No other format will be accepted.

Eligibility Criteria:

As per section 97 of the Assam Land and Revenue Regulations, 1886.

Every recorded pattadar of a permanently settled estate and every recorded landholder of a temporarily settled estate may, if he/she is in actual possession of the land, in respect of he/she desires partition, claim Field partition of the estate.

REQUIREMENTS

Supporting Documents:

Jamabandi Copy of the proposed Land.

Up-to-date land revenue receipt.

Stipulated Time Limi: Fifteen (15) working days

Fees:

Fees for Rural  Rs 200 per kaKathar it's part thereof subject to maximum of Rs 2000 

Mobile Number Updation

GUIDELINES

Office Mutation of Land (Both Urban and Rural)
GUIDELINES
If the applicant is a first-time user, he/she needs to click the Register Tab provided in the top right ccorneriofthis page and then get registered with the necessary fields such as Full Name, Mobile No., Email id (which is not mandatory), State and Password.
Then the applicant needs to log in with the credentials, by clicking the Login Tab.
After the applicant has logged on to the system, he/she needs to click the Apply Online tab and select the service they want to apply for, and click the apply button after going through the Requirements tab.
The applicant has to first download the declaration form of applicant details and then upload it in the Annexure section, the applicant has to fill up the form both in Assamese and BengaTapplicant content has to then fill up the basic details of the land for which the applicant is seeking mutation and needs to upload the supporting documents(view the Requirements tab)
Applicant needs to specify the region/land for mutation such as municipal or urban or rural based on this selection the payment will be done.
An applicant has to make the payment at the time of submission of the aapplicationfacial the th form.
Once payment is successful, the application is forwarded to the officials for further processeprocessingacknowledgement slip is generated along with a reference number with the help of which an applicant can track the status of the application. An SMS and Email is before sent to the applicant.
An applicant can view and track the status of the application by clicking the Track button and entering the applicant’s application reference no.
In case, if there are any discrepancies or mismatch found in the online application,  the ficiafacial take a query for the same to which the applicant needs to respond and makes the necessary corrections in the online application or has to apply through a fresh online application. The applicant will be notified about this over SMS and Email id by the concerned official.
If the entire process is correct, the concerned official notifies the applicant about the hearing over SMS and Email.
After the hearing is successful and completion of the process is, the isget Mutation Certificate will be generated and the applicant wigetnotationget notation about the same over SMS and Email and the applicant can download the certificate from ARTPS Portal.

In case Mutation (Registration) is sought based on the transfer of land by way of purchase, gift, mortgage, or inheritance along with the specified form with the required court fee:
Photocopy of Original Registered Deed / certified copy of the deed of transfer
Photocopy of up-to-date land revenue receipt/land revenue clearance receipt of the land for which the mutation (Registration) is sought
A declaration stating that the Applicant does not possess the land over the limit laid down under the Assam Fixation of Ceiling on Land Holding Act, 1956
If Mutation (Registration) is sought by way of inheritance
Copy of updated Khazana receipt
An Affidavit - a) Swearing that the Applicant / Applicants is/are the son/daughter/wife/legal heirs of the deceased pattadar, b) Swearing that the Applicant / Applicants have not transferred the property to anyone earlier nor mortgaged / nor created any charge over the property to be mutated
Proof of death of the deceased Pattadar in whose place Mutation (Registration) is sought
Swearing that the person to whom the Applicants applied as successor had not transferred the property during his / her lifetime
Copy of NOC obtained from D.C. in case of transfer of land. (Not applicable in case of prayer of mutation by inheritance)
Copy of document ensuring all legal heirs. It can be officially issued NOK or legal heir report by concerned gaonhurrahh
Stipulated Time Limit: 60 days as per ARTPS, if no objection from any person is filed during the proceeding.
Fees :
In case of purchase, Rs. 200/- for Urban area & Rs. 50/- for Rural area
In the case of inheritance in rural areas, the service is delivered free of cost

How to Apply for Online Services at Mission Basundhara 2.0 ARTPS Portal?
Citizens of Assam who wants to avail of any of the tlanlandd-related land-related services must apply online by visiting Mission Basundhara 2.0 ARTPS Portal. They may follow below mentioned above-mentioned steps to apply for any land-related services.
  •  # Scroll down, go, and to Important Web-LiWeb-Linknk's section.
  • # Click on the Online Application Link.
  • # The official portal of Mission Basundhara 2.0 will be displayed.
  • # Now, scroll down on that portal and go to the "List of services" section, pop-up, and click on the "Apply " button of the service/s you want.
  • # A   window will appear, enter your mobile number and enter OTP, and Verify.
  • # After successful login, you will get four sections - Land Details, Applicant Details, Documents, and Review & Submit.
  • # Enter all required details and at the end click on the Submit button.
  • # Your application will be submitted for further processing.
