Integrated Land Records Management System (ILRMS)
Brief Information: Efficient land management relies on the maintenance of accurate and reliable land records. However, traditional manual record-keeping systems have proven inadequate, plagued by issues such as opacity, delayed or neglected updates, corruption, and public harassment. To address these challenges, the State Government has introduced the web-based Integrated Land Records Management System (ILRMS). This system establishes connectivity among various entities involved in land administration, including Revenue Circle, Sub-registrar, Deputy Commissioners' offices, and the Directorate of Land Records.
The Integrated Land Records System comprises four components, namely:
1. Online issuance of NOC (No Objection Certificate) for the transfer of immovable property, as required under Section 21A of the Registration Act.
2. Dharitry, an online system for the update of land records.
3. e-Panjiyan, an online system for property registration.
4. Online system for land revenue collection.
These four systems are interconnected, ensuring optimal efficiency, transparency, and accountability in revenue administration. Through the Integrated Land Records Management System, all processes related to land transfer, registration, and record updates (such as mutation, partition, conversion, and reclassification) can be conveniently carried out online. Furthermore, people will have online access to land records, enhancing accessibility.
Efforts are underway to enable online payments through the State Bank of India's payment gateway. The next step involves integrating the ILRMS with other institutions' systems, including banks, cooperative societies, and urban local bodies. This integration will expedite the delivery of services requiring land record verification, making the process faster and hassle-free.
A crucial aspect of land records management is the availability of accurate maps that reflect the ground realities. Considerable progress has been made in this area by digitizing approximately All village maps with the assistance of ASTEC (Assam Science Technology and Environment Council) and integrating them with Dharitry using specialized software called Bhu-naksha. However, All villages are still awaiting integration into the Integrated Land Records Management System (ILRMS).
Currently, out of the all circles in the district, all have already been covered under ILRMS.
