Application for MCC – Online Minority Community Certificate Application Portal

Welfare of Minorities and Development Department

Brief Information: This service is to Application for Minority Community Certificate (MCC) from the Revenue and Disaster Management Department. Applicants need to register to apply for this service. Individuals can apply for this service.

The welfare of Minorities and Development Department.In exercise of the power conferred under Section 4 of the Assam Right to Public Services Act, 2012(as amended in 2019), the Governor of Assam is pleased to notify 'Minority Community Certificate' under the Welfare of Minorities and Development Department, Govt. of Assam with immediate effect to deliver service to the eligible citizen within the stipulated time period.

Guidelines on the standard procedures are as follows:

Name of the Service: 

Minority Community Certificate

Eligibility Criteria: 

A). Applicant should be a citizen of India

B). S/he should be a resident of Assam

C). S/he should belong to a minority community as defined under clause (c) of Section 2 of the National Commission of Minority Act, 1992. For the purposes of the said Act, the Central government has notified Muslims, Christians, Sikhs, Buddhists, Zoroastrians (Parsis) and Jains vide Ministry of Welfare Notification No. S.O.816 (E), dated 23.10.1993, F.No.1/1193-MC(D) dated 23/10/1993 and Ministry of Minority Affairs Notification No. S.O.267 (E), dated 2701.2014.

 

Procedure to obtain the Service: 

Eligible citizens can fill out the application form online in the RTPS Portal (rtps.assam.gov.in) or visit any Public Facilitation Centre (PFC) or Common Service Centre (CSC) with the pre-requisite

Stipulated timeline for delivering the Service:

15 days

Application for Minority Community Certificate Step by Step procedure

# All application forms shall receive online to the Deputy Commissioner/DPS through the RTPS Portal. The application form has to duly filled and supporting scanned documents enclosed for successful submission in the Portal.

# After successful submission, an acknowledgement slip with unique RTPS number is issued online with the name of the service delivery office and stipulated date of receiving the concerned Service.

# All applications received for Minority Community Certificate shall issued to the applicant within fifteen (15) days of receipt of the application.

# Any objection/ reasons rejecting the application shall be furnished in writing to the applicant online within fifteen (15) days of receipt of the application

# The Office Of the Deputy Commissioner/DPS shall forward the application form online to the Circle Officer(CO)/Revenue Officer(RO)/Assistant Revenue Officer(ARO) for necessary verification.

# CO/RO/ARO will then forward the application to the Supervisor Kanungo (SK)/ Lot MondoI/Lot Patowary for verification with remarks.

# Lot Mondol/ Lot Patowary will do the necessary field verification and enter their observations in the place holder and forward it to SK/ARO, followed by Circle Officer for further steps.

# Based on the observation, DPS can either approve or reject the application. In case the application is approved, the digitally Signed certificate gets generated and gets uploaded in the RTPS portal. In case rejected, DPS should provide the reason for rejection.

# For tracking status of the application or filing appeal, applicant may do so in the RTPS Portal.

Eligibility Criteria:

1. Applicant should be a citizen of India

2. She/he should be a permanent resident of Assam

3. She/he should belong to minority community as defined under clause (c) of Section 2 of the National Commission of Minority Act,1992. For the purposes of the said Act, the Central Government has notified Muslims, Christians, Sikhs, Buddhists, Zoroastrians  (Parsis) and Jains vide Ministry of Welfare Notification No. S.O. 816 (E), dated 23.10.1993, F.No.1/1193-MC(D) dated   23.10.1993 and Ministry of Minority Affairs Notification No. S.O.267 (E), dated 27.01.2014

Guidelines:

1. If the applicant is a first time user, he/she needs to click the Register Tab provided in top right corner in this page and then get registered with the necessary fields such as Full Name, Mobile No., Email id (which is not mandatory), State and Password.

2.Then the applicant needs to login with the credentials, by clicking the Login Tab.

3. After the applicant has logged on to the system, he/she needs to click the Apply Online tab and select the service they want to apply for and click the apply button after going through the Requirements tab.

4. Applicant has to fill up the form and upload the required supporting documents.

5. On final submission of the form, applicant has to pay the requisite amount.

6. Once the payment is successful it will be forwarded to the higher officials for further processes. An acknowledgement will be generated containing the application reference no., the same will be notified over SMS and Email id of the applicant.

7. An SMS and Email alert is sent to applicant on completion of the service. The applicant needs to respond to the SMS and Email regarding completion of the service.

8. After successful completion of the service within 15 working days, Minority Community Certificate is generated. The applicant will be notified about this over SMS and Email and the applicant can download it from ARTPS portal.
