Mission Basundhara 2.0

Brief Information:Mission Basundhara 2.0 is a flagship program 2022 by the Department of Revenue and Disaster Management, Govt. of Assam. Under the leadership of chief minister of Assam, "Mission Basundhara 2.0" has been developed in a bid to streamline and resolve and to make land revenue services more accessible to citizens. 

 It is expected that, the launch of Mission Basundhara 2.0 Portal will reduce the pendency in updation of land records and public will receive stress-free and smooth services without visiting revenue circle offices.


The implementation of the mission shall enable achieving the goal of 100% Digitization of Maps and total Integration of Maps, Land Records and Registration for the State under DILRMP. The citizens shall have access to real time land records.

Mission Basundhara 2.0 Overview

Components of Mission Basundhara

Basically, there are three components of Mission Basundhara. The components are as mentioned below 

  1. #. Purification of land records in a mission mode:
  1. #. Polygon survey of yet to be surveyed 672 non-cadastral villages: The polygon survey of NC villages will pave the way for granting land rights to indigenous landless people inhabiting these villages according to Land Policy, 2019.
  1. #. Re-survey of 18789 cadastral villages of 27 districts using hybrid methodology: Re-survey of all cadastral villages will pave way to clear titles.

Core Services of Mission Basundhara 2.0

A number of land related services will be provided free of cost to the citizens of India through Mission Basundhara 2.0 portal. Basically, there are nine land related services - which are as mentioned below -

  1. Allotment Certificate to Periodic Patta
  2. Correction of Area in Land Records
  3. Correction of Names in Land Records
  4. Mutation by Deed Registration
  5. Mutation by Inheritance
  6. Striking out of names of persons no longer in possession from RoR
  7. Updation of Contact Number of Pattadar 

Allotment Certificate to Periodic Patta

GUIDELINES
1. All the * marked fields are mandatory and need to be filled up.
2. The size of documents to be uploaded at the time of Application submission should not exceed 2 MB and the format should be pdf/JPEG. No other format will be accepted.
Eligibility Criteria:
1. Citizens who have been allotted Land by the Government as per Rule can apply for the Allotment Certificate to Periodic Patta.
REQUIREMENTS

Supporting Documents :
  1. Allotment Certificate.
  2. Up-to-date Land Revenue Receipt.
  3. Legal Heir Document, if not original allottee.
  4. Trace Map of the Scheduled land.
  5. Chitha copy.
  6. Stipulated Time Limit: Ninety (90) working days.
Fees :
  1. User Charge: Nil.
  2. Service charge (through PFC/CSC) - Rs. 30.
  3. Printing charge (in case of any printing from PFC/CSC) - Rs. 10 per page.
  4. Scanning charge (in case documents are scanned in PFC/CSC) - Rs. 5 per page.

Correction of Area in Land Records

GUIDELINES
1. All the * marked fields are mandatory and need to be filled up.
2. The size of documents to be uploaded at the time of Application submission should not exceed 2 MB and formatthe  should be pdf/JPEG. No other format will be accepted.
Eligibility Criteria :
1.Citizens who have been allotted Land by the Government as per Rule can apply for the Allotment Certificate to Periodic Patta.
REQUIREMENTS

Supporting Documents :
  1. Jamabandi Copy of the proposed Land.
  2. Identity Proof of the Applicant.
  3. Stipulated Time Limit: Seven (7) working days.
Fees :
  1. User Charge: Nil.
  2. Service charge (through PFC/CSC) - Rs. 30.
  3. Printing charge (in case of any printing from PFC/CSC) - Rs. 10 per page.
  4. Scanning charge (in case documents are scanned in PFC/CSC) - Rs. 5 per page.

  2. Identity Proof of the Applicant
  3. Stipulated Time Limit:  Seven (7) working days.
Fees :
  1. User Charge: Nil.
  2. Service charge (through PFC/CSC) - Rs. 30.
  3. Printing charge (in case of any printing from PFC/CSC) - Rs. 10 per page.
  4. Scanning charge (in case documents are scanned in PFC/CSC) - Rs. 5 per page.

Mutation by Deed Registration

GUIDELINES
1. All the * marked fields are mandatory and need to be filled up.
2. The size of documents to be uploaded at the time of Application submission should not exceed 2 MB and the format should be pdf/JPEG. No other format will be accepted.
Eligibility Criteria:
1.Citizens who have been allotted Land by the Government as per Rule can apply for the Allotment Certificate to Periodic Patta.

REQUIREMENTS

Supporting Documents :
In case Mutation is sought based on transfer of land by way of purchase, gift, or Mortgage:
          a)  Original Registered Deed/Certified Copy of Deed Transfer.

          b)  Up-to-date land revenue receipt. 

          c)  A declaration stating that the applicant does not possess the land in excess of the limit laid down under the Assam Fixation of  Ceiling on Land Holding Act, 1956.  

Stipulated Time Limit : 
  1. Field Mutation in Rural areas: Fifteen (15) working days.
  2. Office Mutation in Urban areas: Sixty (60) working Days.
Fees :
  1. Field Mutation: Nil
  2. Office Mutation: Rs.200/- in Urban Areas
  3. Service charge (through PFC/CSC) - Rs. 30.
  4. Printing charge (in case of any printing from PFC/CSC) - Rs. 10 per page.
  5. Scanning charge (in case documents are scanned in PFC/CSC) - Rs. 5 per page.

Mutation by Inheritance

GUIDELINES

1. All the * marked fields are mandatory and need to be filled up.
2. The size of documents to be uploaded at the time of Application submission should not exceed 2 MB and the format should be pdf/JPEG. No other format will be accepted.
Eligibility Criteria:
1. Citizens who have been allotted Land by the Government as per Rule can apply for the Allotment Certificate to Periodic Patta.

REQUIREMENTS

Supporting Documents :

If Mutation is sought by way of inheritance:
  • #a. Proof of death of the deceased pattadar.
  • #b. An affidavit swearing that : 
  1.      i)   Applicant is the son/daughter/wife/legal heir of the deceased pattadar.
  2.     ii)  Applicant has not transferred the property to anyone earlier nor mortgaged/nor created any charge over the property to be mutated.
  3.     iii) The person to whom the applicant applied as successor had not transferred the property during his/her lifetime.
  • #c. NoC obtained from DC in case of transfer of land (Not applicable in case of Mutation by inheritance)
Stipulated Time Limit:
  1. Field Mutation in Rural areas: Fifteen (15) working days.
  2. Office Mutation in Urban areas: Sixty (60) working days.

Eligibility Criteria:
1. Citizens who have been allotted Land by the Government as per Rule can apply for the Allotment Certificate to Periodic Patta.
REQUIREMENTS

  1. Jamabandi Copy of the proposed Land.
  2. Identity Proof of the Applicant.
  3. Stipulated Time Limit: 7 (Seven) working days.
Fees :
  1. User Charge: Nil
  2. Service charge (through PFC/CSC) - Rs. 30.
  3. Printing charge (in case of any printing from PFC/CSC) - Rs. 10 per page.
  4. Scanning charge (in case documents are scanned in PFC/CSC) - Rs. 5 per page.

Updation of The contact Number of Pattadar

GUIDELINES

2. The size of documents to be uploaded at the time of Application submission should not exceed 2 MB and the format should be pdf/JPEG. No other format will be accepted.
Eligibility Criteria :
1.Citizens who have been allotted Land by the Government as per Rule can apply for the Allotment Certificate to Periodic Patta.

How to Apply for Online Services at Mission Basundhara 2.0 ARTPS Portal?
Citizens of Assam who wants to avail of any of the above-mentioned above-mentioned land-related services must apply online by visiting Missionthe  Basundhara 2.0 ARTPS Portal. Below-mentionedbelow mentioned the steps to apply for any land-related services.

  •  # Scroll down, and then going-to Important Web-Link's section.
  • # Click on Online Application Link.
  • # The official portal of Mission Basundhara 2.0 will be displayed.
  • # Now, scroll down on that portal and go to the "List of services" section, and click on the "Apply " button of the service/s you want.
  • # Apop-up window will appear, enter your mobile number and enter OTP, and Verify.
  • # After successful login, you will get four sections - Land Details, Applicant Details, Documents, and Review & Submit.
  • # Enter all required details and at the end click on the Submit button.
  • # Your application will be submitted for further processing.
